Resolution
of Support
WHEREAS tobacco
use is increasing around the world, and current projections are
that deaths from tobacco will increase from 100 million in the 20th
century to 1 billion in the 21st century.
WHEREAS a World Bank report concluded that each 1,000 tonnes of
tobacco smoke produces a global net loss of $36 million on the world’s
economy.
WHEREAS the vast majority of smokers begin smoking when they are
teenagers, and that an estimated 100,000 children around the world
become smokers every day, and that 250 million children alive today
are predicted to die from smoking.
WHEREAS the tobacco market has become increasingly globalized, without
corresponding global controls on the business practices of multinational
corporations.
WHEREAS one third of all exported cigarettes end up in the hands
of smugglers.
WHEREAS only international agreements can control the transboundary
problems of tobacco, such as smuggling, cross-border advertising,
and improper international trade practices.
WHEREAS the WHO Framework Convention on Tobacco Control, has the
potential to create strong international measures to reduce tobacco
use.
BE IT RESOLVED that ________________________________________ supports
the FCTC and calls on the Philippine government to support and implement
a strong convention, and
BE IT RESOLVED that ________________________________________ calls
on provincial and local governments to strengthen their laws and
programs to reduce tobacco use.
