Memorandum of Agreement
May 31, 2002

Be it resolved that:

The Philippine Sports Commission (PSC) shall create and promote tobacco-free policies at all its venues and events and require that all sports associations and similar bodies under its jurisdiction implement these same tobacco-free policies.

The PSC shall maintain non-smoking and tobacco-free areas within its domain, to wit: any enclosed place of public access, any indoor venue (competition and non-competition), the fields of play at any venue, the seating bowls/stadiums at any outdoor venue (inclusive of training venues), any enclosed bars or restaurants at any venue or in the catering areas, any bedroom or living quarters, any enclosed staff break areas, and transport vehicles.

The PSC shall embark on partnerships and dialogues with other sports and youth organizations not under its jurisdiction for the purpose of promoting tobacco-free sports and youth programs.

The PSC shall refuse and take actions to prevent tobacco industry involvement, including but not limited to tobacco advertising, sponsorships, funding, and product sampling at sporting venues and events throughout the Philippines.

The Department of Health (DOH) shall provide information and education on the effects of tobacco use on athletic performance.

The DOH shall assist the PSC in the dissemination of its tobacco-free policies in the form of information, education, and communication (IEC) materials, billboards, streamers, etc.

The DOH shall extend its smoking cessation faciliites to athletes who are willing to quit smoking.
