RP at FCTC Negotiations

Six Intergovernmental Negotiating Body (INB) sessions took place prior to the finalization of the FCTC text.

Dr. Asuncion Anden, Director of the National Center for Health Promotion, led the RP delegations to INB 1&2.
Health Undersecretary Atty. Alexander Padilla
led the INB 3 - 6 delegations.

An ASEAN Inter-Sessional Meeting (ISM) was also held in Penang, Malaysia prior to INB4 and produced the Penang Declaration.

The 2nd ASEAN ISM was held in Bangkok, Thailand from 2 to 4 September 2002 and produced the Bangkok Declaration.
